2012 Honda Civic

Harold sold me a 2012 Honda Civic in December of 2015. It's March of 2016 and after my first visit to the mechanic for random noises, I'm finding out the shock absorbers on the car are near dead. Tires were in poor condition. The brake pads on front brakes were almost gone. I was clearly told this car is Honda certified and has no problems or upcoming maintenance at all (have proof of that as well as two estimates for repairs going upto 850$). I emailed and texted Harold and haven't received any response (have proof of that too).
